Utility Training - Infrastructure and Equipment

Laterals
	Can multiple properties be served through a single service lateral and shut-off valve? If a �side by side� duplex is converted to condominium units and the lot is subdivided, can the properties continue to be served through a shared lateral? When should the utility charge the customer the cost of thawing a frozen lateral? Why is the utility responsible for thawing the customer�s portion of the service lateral when insurance providers will no longer insure electrical thaws on conductive services?
Meters
	Can a utility use magnetic and ultrasonic meters for its customers, and if so, can the utility test and replace the meters after 20 years? Does calibration of an electronic water meter replace the required periodic meter test? Is a meter used for wholesale required to be tested every year, or can it be considered a station meter under Wis. Admin. Code � PSC 185.83(2), and tested every 2 years? What are the allowable configurations and applicable charges for additional meters? Can the utility treat the cost of meter replacement as an expense rather than a capital replacement? Should the utility master meter or individually meter multiple unit condominiums and apartments? Can the owner privately meter individual units? Can a customer avoid meter charges or private fire protection charges by owning the water meter? Who is responsible for damage to the water meter when it is allowed to freeze?
Accounting for Improvements to Utility Plant
	Who is responsible for the cost of new and replaced mains? How should the utility account for road repair involved in maintenance of utility infrastructure? How should the utility account for the expense of lining water mains to extend their life? How should a utility account for abandoned mains and services or parts and fittings for equipment no longer used by the utility?
Other
	Who is responsible for the replacement of a valve that breaks while the utility changes the meter? When one utility is selling water at wholesale to a second utility, which one should own the mains between them and how is the investment recovered? How should the utility account for revenues from leasing space for an antenna on a water tower? Who is responsible for keeping fire hydrants clear of snow? How do I secure a water system map submitted for construction authorization through the Electronic Regulatory Filing (ERF) system on the PSC web site?
