Becoming Recertified as a Telecommunications Reseller

The Public Service Commission (PSC) decertifies utilities from doing business in Wisconsin due to failure of filing their Annual Report and/or failure for submitting their $100 filing fee.

How do I apply to become recertified as a reseller?

  2. Complete and obtain a copy of your company’s Certificate of Registration from the Wisconsin Department of Financial Institutions ( http://www.wdfi.org/apps/cris).

  4. Combine items 1 and 2 into a single file and convert to PDF format. 1

  6. Submit application, and all supporting documents, via the PSC’s Electronic Regulatory Filing (ERF) system located at: https://psc.wi.gov/apps35/ERF_upload/default.aspx.  It is important to read the “ How to File Electronically ” in order to understand the process.

A check for the $250.00 filing fee should be mailed the day the application is submitted to ERF.  The check should be payable to:  Public Service Commission.  If you send it first class, mail it to:  Public Service Commission, Attn: Records Management, 610 N Whitney Way, PO Box 7854, Madison, WI  53707-7854.   If you send it via courier, send it to:  Public Service Commission, Attn: Records Management, 610 N Whitney Way, Madison, WI  53705.  NOTE:  Please include your utility name and utility number on your check.

  10. Your application will not be processed until the PSC has received both your application fee check ($250), which is sent via mail, and your electronically-filed reseller application.  Failure to file pursuant to instructions may result in the rejection of the application.

  12. Complete all outstanding annual reports: Contact Chris Larson at Christopher.Larson@wisconsin.gov or (608)267-9508 to obtain  the annual report form and instructions. You are required to complete and file the annual report online.  In order to complete your annual report, you will need a password.  A letter with your permanent password was initially sent to the primary contact of your utility.  If you are unable to locate your password, please contact a member of our staff listed at end of this page.

If revenues were under $200,000, a $100 annual report filing fee is due for each outstanding report filed.  If revenues are over $200,000, no fee is required at the time the report is filed; however, revenues will be assessed at a later date.  Note:  Report all dollar amounts to the nearest thousand dollars (000’s).  For example:  $130,000 would be reported as $130.
Recertification cannot proceed until the annual reports are received.

  • Refunds:  PSC rules forbid uncertified resellers from billing customers for services.  If a reseller continued to provide service in Wisconsin after decertification occurred, the reseller must verify that it has ceased charging for services within Wisconsin, and that it has refunded any amounts collected for services provided after the date of decertification.  Billing should also be halted until recertification is completed.  Companies may not backbill for services provided between the dates of decertification and recertification. 

How long does the recertification process usually take?

The recertification process can take up to 2-3 months from the time the PSC receives the application to the time at which the order is issued.  This is due to the PSC having to verify outstanding assessments, verifying credits/refunds to customers, checking into customer complaint issues, etc.

What are the most common reasons for delayed recertification?

  • Incomplete application being filing.
  • Application fee ($250) is not sent (via mail) at the time the application is submitted via ERF.
  • Department of Financial Institution certification has expired.
  • Annual report has not been filed correctly and/or the $100 filing fee has not been received.
