IGCC - Clean Coal Study Group

As part of the Conserve Wisconsin agenda, pdf document (4252 kb), Governor Doyle asked the Public Service Commission (PSC) and the Department of Natural Resources (DNR) to investigate Integrated Gasification Combined Cycle (IGCC) technology and its potential for the future of Wisconsin.

IGCC converts coal into gas. The gas is cleaned and then burned in a combined cycle gas turbine power plant. IGCC dramatically reduces air emissions, water use and industrial waste, but there are unanswered questions about the technology’s reliability and cost.

Development of Clean Coal Study Group
The Clean Coal Study Group was created to analyze the technology and answer questions about reliability and cost.  PSC Commissioner Mark Meyer and DNR Air and Waste Administrator Al Shea lead the effort. Study group members include environmental organizations, customer and labor groups, research institutions, electricity providers and the general public.  The Clean Coal Study Group’s objective is to identify the feasibility and suitability of IGCC technology for Wisconsin.

The Integrated Gasification Combined- Cycle Technology Final Report pdf document (7686 kb) provides a cost and benefit analysis of IGCC technology. It shows that if Congress enacts legislation limiting carbon dioxide emissions from power plants, the cost of electricity generated from an IGCC power plant is competitive with the cost of electricity produced from conventional coal-fired power plants. Carbon dioxide is the primary greenhouse gas and is emitted mainly from power plants and automobiles. Development of the report was conducted jointly by the DNR and PSC in consultation with a study group of experts representing environmental groups, consumer groups, industry, labor and utilities.

The Clean Coal Study Group met October 2005 to April 2006.  Meetings were open to the public.
