Water Conservation Reports and Publications

The Public Service Commission has issued the following reports and publications related to its water conservation and efficiency efforts.

Water Efficiency Potential Study for Wisconsin (2011). This report summarizes the findings of an independent, statewide analysis of achievable water savings under various water conservation and efficiency scenarios for Wisconsin water utilities.  The study evaluates the costs and benefits of implementing various conservation measures and was jointly funded by PSC and the Wisconsin Department of Natural Resources.  Wisconsin water utilities could save at least 164 million gallons per day by 2030 by implementing cost effective and technically achievable water conservation measures, including reducing distribution system leaks and losses,  submetering customers, updating plumbing codes, conducting customer water audits, and implementing conservation-based water pricing.

Water Conservation Customer Satisfaction Survey (2011). The PSC conducted a survey of Wisconsin water utilities in 2011 to identify how utility managers felt that water conservation measures would affect residential and non-residential customers satisfaction. This survey also provided a follow up to identify which water conservation and efficiency efforts are already in place across the state. This report provides valuable information for utilities that wish to implement conservation practices in their communities.

Report to Governor Doyle: Demand-Side Initiatives for Wisconsin Water Utilities (2006) . Governor Doyle directed the Public Service Commission of Wisconsin (PSC) and the Wisconsin Department of Natural Resources (DNR) to work with stakeholders to develop a statewide water conservation strategy. This is the final report outlining a menu of demand side conservation measures available to Wisconsin water utilities.

Water Conservation Survey of Wisconsin Water Utilities (2008)
The PSC conducted a survey of Wisconsin water utilities in 2008 to identify the types of water conservation and efficiency efforts in place across the state.  This report is a valuable resource for utilities and communities to identify conservation practices for their communities.

Wisconsin Municipal Water Use Regulations: A Summary of Water Use Ordinances in Wisconsin (2008).   The PSC conducted a limited online review of water conservation ordinances in Wisconsin.  This report provides a summary of municipal ordinances relating to landscape watering and other water use restrictions and identifies several model ordinances.

Introduction to Water Rates (June 2010)
This document provides an overview and introduction the PSC’s rate-making process, including an introduction to cost-of service and rate design principles.

Water Utility Annual Conservation Reports
The PSC requires each water utility with an approved program to submit a report each year.  These reports are collected under docket 5‑GF‑197 and are available through the PSC’s Electronic Regulatory Filing System.  These reports assist the PSC with evaluating its effectiveness and auditing program expenditures.

provides a detailed analysis of water usage and losses reported by Wisconsin water utilities as part of their annual reports.

Water Utility Benchmarks
provides web-based tools for comparing and evaluating Wisconsin water utilities based on historical benchmarks in key performance areas.
